Consent is not required to attack another nation but war must be declared.
War does not have to be declared, so suprise attacks without declaring war are allowed.
To have troops a nation must have filled out and post a link to the spreadsheet attached to this post in their factbook. To keep things realistic, a country's population is controlled by what areas they control, and the population of that area at the time. For example, say I control Canada, my population in 1914 is 7,879,000 people.

Wars will be conducted in a turn based manner. For instance, the nation declaring war will post first declaring all the units he is using and the actions they are taking. Then the person being attacked will post describing any defensive actions then what his units are doing. The cycle will continue until all nations involved have posted once then the first poster will post again.
An entire nation may not be invaded simultaneously. For instance you may not post, "I land 50, 000 troops in Brazil." Instead it should read something along the line of, "I land 50,000 troops on the coasts of Amapá state and proceed to the capital of Macapá." Of course if a nation is capable they may launch multiple, simultaneous attacks.
A nation will have 48 hours to respond to an attack. If no response is posted within those 48 hours then it will be assumed the nation was unable to defend against the attack and that particular piece of territory will be lost.
