Even during peace time, after a war, rebuilding your forces shouldn't happen that quickly. Think about Germany after WWI, it took them a bit. Also I think the troop replenishment should probably be inverse. People are far more likely to sign up voluntarily during a war than during peace. The fact that during a war all your able bodied men are heading towards the military and dieing is what slows down your industry.

Wartime Unit Build Time Naval Vessel 10 days Aircraft/Land Vehicles 8 days Infantry Unit 3 days
Peacetime Unit Build Time Naval Vessel 5 days Aircraft/Land Vehicles 4 days Infantry Unit 6 days
To gain the peacetime rate a nation must have actually concluded a peace agreement, taking them off a wartime footing. The minute they go back on a wartime footing, the higher rates apply again.
